William Willett, London builder, 1907, pamphlet: “The Waste of Daylight.”
His argument is revealing:

First actual place to implement

Britain followed
Britain approved it in May 1916.

Franklin is a false origin, but useful
Benjamin Franklin did not invent DST. His 1784 “An Economical Project” was satire. But it is deeper than trivia because it shows the earlier logic: police + economy + artificial light + compelled waking. Franklin jokes about:
- taxing shuttered windows
- rationing candles
- guards at candle shops
- stopping coaches after dark
- ringing church bells
- firing cannons in every street to wake people

The older/deeper layer DST is downstream of a much bigger operation: replacing local solar time with abstract administrative time. Before modern standard time:

- towns had their own time
